JOB DESCRIPTION:
GENERAL PURPOSE
Works under the general supervision of the Assistant City Manager
performing a variety of administrative and supervisory
duties related to planning, organizing, directing and
coordinating the day-to-day construction, operation, maintenance and repair of,
water and meter departments.
SUPERVISION EXERCISED
Provides close to general supervision to Operations Foreman, Lab
Tech, Operator(s) III, II, and I, Meter Technician(s), and seasonal part-time
employees.
ESSENTIAL FUNCTIONS
Administrative Functions: Acts
as an administrative manager; develops long range plans and objectives;
evaluates growth trends; develops budget recommendations; communicates with
city departments and coordinates projects requiring combined resources; assists
in the recruitment and selection of department personnel; makes recommendations
affecting employee advancement, retention, discipline or corrective actions.
Supervises personnel; implements department policy and rules;
informs personnel of new procedures and policy changes; conducts interviews,
evaluates employee performance; disciplines as necessary; organizes and
conducts department meetings; prepares work assignments, provides guidance as
to project specifications, deadlines, standards and methods of operations.
Prepares department budget; prepares projections of division needs
related to personnel, equipment and materials; predicts growth on existing
systems, analyzes costs; formulates and implements plans for maintenance and
orderly development; prepares requisitions for the purchase of supplies and
materials used in the operation, construction, maintenance and repair of Water
systems and processes; verifies all costs incurred by the department.
Coordinates with contract engineers for the planning development
of long- and short-range planning; directs and facilitates capital improvement
projects and overall maintenance of existing systems and facilities.
Receives and handles citizen complaints; provides information, explanation or resolution to problems. Responds to emergency calls twenty-four hours a day; determines necessary personnel and materials needed to resolve problems; maintains daily records of all work performed, hours worked by individual employees and submits time records for departmental payroll; monitors overtime hours worked; tracks work performed using asset management software, maintains vacation and sick leave records.
Water Treatment Operations & Automated Meter Systems:
Directs and controls the development, design and operation of department water
treatment, processing and laboratory operations and automated metering systems
components.
Oversees testing and reporting operations to assure compliance
with NMED and EPA and other regulatory agency guidelines;. Coordinates or
performs the preparation of various monthly reports documenting plant
processes, operations and the achievement of quality standards; prepares
monthly schedules for maintenance and operations management.
Assists Public Works Director in resolving billing issues
resolving problems related to readings, etc.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
1. Education and Experience: Graduation from high school;
plus two (2) years of specialized training directly related to above duties
provided through professional workshops, in-service courses, or college;
AND Eight (8) years of progressively responsible experience in a field
directly related to above duties; two (2) years of which must have been in a
lead worker or foreman capacity; OR An equivalent combination of education
and experience.
2. Knowledge, Skills and Abilities:
Thorough knowledge of community and economic issues related to planning, environment, water quality and other local growth activities; technical wastewater and water treatment plant equipment and machinery and its operation maintenance and repair; plant processes; hazards and precautions associated with plant operations and processes; plant policies and procedures; ordinances, laws, and regulations governing wastewater treatment and discharge promulgated by various State and Federal agencies; construction requirements for water distribution and pumping systems; hazards associated with water treatment chemicals; basic civil engineering; State or Federal regulations governing installation and maintenance of water systems; water quality laws; water sampling methods and regulations; drawings and specifications, principles and techniques of sound management practices; safety standards related to equipment maintenance and repair; legal liabilities associated with water systems, technical knowledge of automated meter-read systems, maintenance and personnel management; budget development and fiscal management; basic record keeping practices; PC microcomputer and various applications.
Skill in the art of diplomacy and
cooperative problem solving.
Ability to communicate effectively,
verbally and in writing; plan, organize, and direct the affairs and operations
of departments engaged in a variety of projects related to water and wastewater
systems; read and interpret engineering drawings and specifications; visualize
completed projects in planning stages and estimate the end results; estimate
quantity of materials accurately; develop and maintain effective working
relationships with elected officials, federal agencies, state agencies, local
governments, subordinates, and the public.
3. Special Qualifications:
Must be a certified Water Distribution/Treatment Plant Operator
III or IV for water & wastewater operations.
4. Work Environment:
Tasks require variety of physical activities, generally involving
muscular strain, such as walking, standing, stooping, sitting, reaching,
lifting, etc. Talking, hearing and seeing essential to the performance of the
job. . Daily exposure to hazardous conditions such as: working on high ladders
and in manholes; daily potential for hazardous exposure to methane, hydrogen
sulfide, and chlorine gases; daily potential for hazardous exposure to oxygen
deficient atmosphere; daily exposure to seasonal changes and weather extremes;
daily potential for hazardous exposure to electrical shock, industrial wastes
and raw sewage (containing pathogens such as typhoid, paratyphoid, dysentery,
polio, tetanus, etc.); daily exposure to moving parts and equipment such as
pumps, motors, etc.; daily exposure to stressful environmental conditions such
as fumes, dampness, cold, heat, and noise. Essential functions require talking,
hearing and seeing. Common eye, hand, finger dexterity exist. Mental
application utilizes memory for details, verbal instructions, emotional
stability, discriminating thinking and creative problem solving. Frequent local
travel required in normal course of job performance.
