Water/Wastewater Operations Manager
Position Summary:
Accomplishes the Utilities Department’s objectives by
planning, organizing, and supervising all functions required to operate and
maintain the Tribe’s drinking water and wastewater systems. Maintains
confidentiality of all privileged information.
Essential Duties & Responsibilities:
- Coordinates
the allocation, regulation and delivery of fresh water to customers. - Collects
and delivers water and wastewater compliant samples to labs. - Analyzes
conditions of the water system to ensure compliance with established rules
and regulations. - Reviews
and evaluates water reports, records, logs and graphs to confirm adequacy
of present and projected water needs on a monthly basis. - Manages
wastewater treatment plant and the wastewater collection systems including
installing, maintaining, repairing, enlarging and relocating systems. - Operates
and maintains a dewatering sludge unit, sewage transfer stations, pumps,
generation units and associated equipment. - Prepares
plans and specifications for new equipment or modification of existing
equipment to provide increased operational capacity or efficiency. - Performs
and documents preventative maintenance. - Prioritizes,
assigns, and schedules work activities and projects, monitors workflow,
implements policies and procedures, reviews and evaluates work. - Keeps
Utilities Director and other departments informed of status of activities
by attending meetings and submitting reports. - Maintains
professional and technical knowledge by conducting research; attending
seminars, educational workshops, classes and conferences; reviewing
professional publications; establishing networks; participating in
professional societies; conferring with representatives of contracting
agencies and related organizations. - Contributes
to a team effort and accomplishes related results as required. - Operates
a variety of conventional and specialized vehicles on-site including
loader, backhoe, and other heavy equipment. - Performs
other duties as required.
Minimum
Qualifications:
- High School
Diploma plus two years work experience in utility maintenance and
operation is required, or equivalent combination of education and
experience. - Documented
relevant education in automotive mechanics, electronics, plumbing, welding
technology, water treatment or wastewater treatment or related field may
substitute for experience at a rate of 30 semester hours equals one year
of experience. - Level II Water
and Wastewater Operations Certification is required. - Must possess and
maintain a valid New Mexico driver’s license and have a clean driving
record.
Knowledge, Skills,
and Abilities:

Knowledge
of the methods and techniques of maintaining and repairing drinking
water
and wastewater plant equipment, machinery and related facilities.
·
Metering
and measuring devices related to wastewater.
·
Basic
mathematics.
·
Occupational
hazards and safety practices in the drinking water and wastewater
or
maintenance field.
·
Office
procedures, methods, and equipment including computers and applicable
software applications.
·
Skill
in performing maintenance and equipment repair.
·
Operating
powered and manual equipment and tools.
·
Ability
to perform skilled and semi-skilled maintenance activities including the
installation, maintenance and repair of
wastewater treatment plant equipment.
·
Perform
preventative maintenance tasks on plant equipment, machinery and
related facilities.
·
Operate
a variety of maintenance equipment in a safe and effective manner
·
Read,
interpret and understand technical manuals, blueprints, drawings, and
diagrams.
·
Diagnose,
troubleshoot, update and repair malfunctioning equipment.
Physical
Demands:
·
Work
is performed outdoors, sometimes in inclement weather and on slippery
surfaces.
·
May
be exposed to chemicals (including chlorine).
·
Must
be able to lift and/or move 50 pounds; physical exertion is required,
including extensive walking, standing,
bending, stooping, kneeling, twisting, and
reaching.
May be exposed to loud noises and vibrations. Irregular work hours
may be
required during weekends and/or evenings and/or holidays.
Work Environment:
Work is performed both in an office or
outdoor setting with exposure to dirt,
dust, fumes and loud noises. Standing and walking may be on uneven surfaces or
unstable ground. Working in sensitive
and/or hazardous areas is common. Situations where safety-toe shoes, safety
goggles, gloves, or protective face shields are needed may occur. Evening,
weekend, and/or holiday work will be required.
Incumbent is required to be on call 24 hours during periods of water
utility emergency operations.
