General Manager Job
Summary

The general
manager directly supervises a small workforce providing services to
a community of approximately 350 full time residents and it also is a
destination spot for hunters and outdoor sports. TWSD is a special
district and is regulated by the NM Public Regulation Commission as
well as state and federal environmental regulatory agencies. TWSD
provides the community's drinking water and solid waste management.
TWSD also provides other community amenities such as road
maintenance, a swimming pool, a golf course, public gathering spaces
and a cemetery.

General Manager Duties and Responsibilities
overview

Provides district leadership with accountability the State of NM,
the Board of Directors and ultimately the rate payers through but
not limited to

    Day-to-day management, critical
    problem assessment and solving

    Excellent

Enforce
policy and procedures, and when needed, work with the BOD
initiate/update them

    Hire, guide, evaluate and if indicated
    discipline and/or terminate employees

    Work with a unionized employee base

    Continuous and rigorous quality
    improvement

    Working with the districts treasurer
    and funding sources to ensure fiscally sound decisions

      Grant writing and management,

      Ability to work with outside
      regulators, engineers and vendors

Desired Qualification Overview

BA/BS Public/Business Administration or Utility Management
related field

Past management experience

Past experience working with governmental regulators

Nice to Have

    Past
    Utility management experience preferred

    Knowledge of potable water systems,
    both ground and surface water sources
