Operations Supervisor/Manager
Job Description
Reports To: District Manager
Definition: Maintains efficient water, sewer, and
solid waste service to customers, and ensures District compliance with federal,
state, and local regulation by supervising: Water production, treatment, and
distribution activities; Wastewater collection, and treatment activities; Solid
Waste collection and disposal activities; Maintenance, repair, and construction
activities related to these systems.
Duties: Plan, organize, coordinate and
supervise the maintenance and operations activities of the water production,
treatment, and distribution systems (wells, booster stations, storage
facilities, mains, fire hydrants, meters, valves, etc). Perform field inspections of production,
treatment, and distribution facilities and other related activities to
determine needed maintenance, assure compliance, and maintain quality customer
service.
Plan, organize, coordinate and supervise the maintenance and
operations activities of the wastewater collection, and treatment systems
(lift-stations, mains, manholes, treatment plant, etc). Perform field inspections of collection, and
treatment facilities and other related activities to determine needed maintenance,
assure compliance, and maintain quality customer service.
Plan, organize, coordinate and supervise the maintenance and
operations activities of the solid waste collection and disposal facilities
(Convenience Station). Perform field
inspections of facilities and other related activities to determine needed
maintenance, assure compliance, and maintain quality customer service.
Essential and other important responsibilities and duties
may include, but are not limited to the following:
o Plan,
prioritize, assign, supervise and review the work of staff involved in the
operations, and maintenance of facilities.
o Coach
and evaluate subordinate staff on work performance.
o Evaluate
operations and activities of assigned responsibilities; recommend improvements and
modifications; prepare various reports on operations and maintenance
activities.
o Assist
in developing and administering budget.
o Participate
in the selection of staff; provide or coordinate staff training; work with
employees to correct deficiencies; implement discipline procedures.
o Answer
questions and provide information to the public; investigate complaints and
recommend corrective action as necessary to resolve complaints.
o Coordinate
safety program including ensuring that training is provided as appropriate.
o Provide
training for staff in the full range of operations, maintenance, repair, and
construction.
o Oversee
operation of equipment as needed such as backhoes, trucks.
o Oversee
subordinate staff in the inspection of work sites before, during and after
completion to assure such is completed in a satisfactory and thorough manner.
o Provide
technical advice and assistance to subordinate staff.
o Maintain
time, material, and equipment use records.
o Requisition
and order supplies and materials.
o Perform
all duties of subordinates, as needed.
Working Conditions: Routinely works outside, often in
adverse weather. Required to work
irregular hours, weekends, and holidays.
Must be physically fit, work routinely requires lifting and/or moving
heavy equipment and materials in excess of 100 pounds.
Travel Requirements: Ability to travel for activities such
as meeting, classes, and workshops in and out of the area with overnight travel
as required.
Qualifications:
- Five
years of increasingly responsible experience performing operations,
construction and maintenance work in a water and wastewater environment,
including two years of supervisory or four years of lead responsibility. - Three
years of increasingly responsible experience performing operations and
maintenance work in solid waste environment; preferably in Convenience
Center or Transfer Station facilities. - New
Mexico Water Level III, and New Mexico Wastewater Level III Certification
required
(New Mexico
Water & Wastewater Level IVs preferred).
- New
Mexico Solid Waste Facility Operator (Transfer
Station Operator) Certification required, after 1 year. - Valid
State of New Mexico drivers license required. - High
degree of understanding and knowledge of the regulatory requirements,
Federal, State, and Local governing Water, Wastewater, and Solid Waste
operations. - Considerable
knowledge of industry standards, guides, and manuals for water, wastewater,
solid waste. - Considerable
knowledge of the principles, methods, materials, and tools employed in the
repair and maintenance of water, wastewater, and solid waste systems. - Knowledge
of plumbing and electrical basic principles. - Skill
in reading and understanding water and wastewater system maps and blue
prints. - Ability
to effectively communicate orally and in writing.
