Membership with New Mexico Rural Water Association is open to all New Mexico water and wastewater utilities, public and private companies, and individuals. Members must adhere to the purposes and bylaws of the Association. Membership fees are due January 1st annually.

Voting Members
Voting membership in NMRWA is limited to Water and Sanitation Districts, non-profit entities, Indian Tribes, Cooperatives, Mutual Domestics, rural municipalities, or regional water associations with populations of less than 50,000 engaged in the distribution of water or treatment of sewage for rural residents. Voting members are entitled to send a delegate to the membership meeting held at the Annual Conference to vote on matters before the membership, and run for the NMRWA Board of Directors.

Association dues, except as noted below, may be deductible as professional or business expenses, to the extent allowable by law. Dues and other contributions to NMRWA are not deductible as charitable contributions for federal income tax purposes. The portion of Association dues used for lobbying activities is not deductible as a business expense. During 2012, 6% of revenue from membership dues was used to fund lobbying efforts, and is not deductible as a business expense.
